As Texas Attorney General Greg Abbott raised no constitutional concerns about statewide votes on issues when he was asked directly about it
A 2004 opinion from AG Abbott on the Texas Racing Act raised none of the concerns he says he has now about a proposal to put school vouchers to a statewide vote

Abbott has argued for at least the last 48 hours that a proposal to put school vouchers to a statewide
vote would be unconsititional.
But when
he was Attorney General back in 2004, Abbott was asked to issue an opinion
about the Texas Racing Act – which includes a provision similar to the statewide referendum being considered now for
school vouchers – and he raised no constitutional objections at that time.
