the scoop:
Gov. Greg
Abbott will soon issue an executive order to regulate THC and set a minimum age
of 21 to purchase those products in Texas, according to three people who spoke
with the governor’s office.
The
Legislature’s
second special session of the year ended last week after Lt. Gov. Dan Patrick
announced that the House, the Senate and Abbott would not reach a deal on the
matter. Patrick has been dead set on a full ban, but Abbott called for a
regulatory framework like one he outlined on page 3 of his Senate Bill 3 veto
letter.

On
Thursday, the watchdog nonprofit Campaign for Accountability
filed a motion in Collin County to unseal those records, citing the fact that
both Paxtons are public officials “who collectively
represent more than 31 million Texans.”
The
organization points out that the divorce proceedings follow an alleged affair
that became widely known after seven attorneys from the AG’s office reportedly
told the FBI that their boss had been using his office to benefit his mistress
and to conceal evidence of the affair. Some of those employees were fired,
which prompted a whistleblower lawsuit that was settled. When Paxton asked for
state funds to pay the settlement, it triggered an ethics investigation,
leading to impeachment proceedings.

Patrick told senators privately he expects another special session "at some point" after further investigation of the flooding, per sources. The Senate also changed some other committee structure: Education and Higher Ed go back to being separate committees instead of combined. Jurisprudence is rolled back into State Affairs, per Chair Hughes., and Border Security and Veterans Affairs are combined. They adjourned Sine Die around 1am

“Moose” McNeely honed his craft at a time when it was more likely a journalist would engage with officeholders in person than online. It was a time when his dry sense of humor was appreciated by those he covered
My dear friend Dave McNeely, among
the last of a unique generation of Capitol beat reporters, passed away this weekend
at age 85. It’s not likely that even half the people now in the Texas Capitol
ever had the privilege of knowing or working with
Dave.
Affectionately nicknamed “Moose,” McNeely
worked at a time that has become a distant memory and lost style in Texas
politics.
And he held a special place in my heart
because he was among the first, along with Texas Monthly’s Paul Burka
and Dallas Morning News reporter Sam Attlesey
to recognize that this young upstart with an unconventional
non-journalistic background might have something to contribute to covering the
process.
Reading all the recollections of tributes
to McNeely produces smiles and maybe even a tear.
Here are a few stories that have not made it into the press. Memories may vary, but this is how I
recall them.
