HK: Speaker Phelan wrestles with a Lt. Governor who enjoys legislative hostage shooting
Meanwhile, Abbott morphs from reasoned support of vouchers/ESAs to shrill broadside attacks on public schools and teachers
With 34 days left in the session and two weeks
until the deadline for House Committee reports (May 8), much of
the talk in the Texas Capitol has been the late start and
seemingly slow movement of bills through the House as well as the
seemingly absent Governor.
Both themes ultimately lead back to the
likelihood or not of a special session or two or three.
According to venerable political numbers
cruncher Bonnie Bruce, only 317 House Bills and Joint Resolutions had
been passed as of last Friday compared to the sprinters in the Senate
who had passed 506. One would have to go back to 2013 to see more Senate
production by this time in the session (641 bills and resolutions.)
