Senate Finance Chair Nelson says she intends to take the Texas form of zero-based budgeting a step further

Comparing the coming budget situation to the Great Depression, Chair Nelson said "As I meet with each agency to review their appropriation requests, I will begin at ZERO."

As all state leaders are under increasing financial pressure because of the sudden recession brought on by the COVID-19 pandemic coupled with drop in oil prices, Texas Sente Finance Committee Chair Jane Nelson says that she plans to take her approach to fiscal restraint to a new level in the upcoming legislative session.
