Special education advocates propose a serious overhaul of special ed funding
Their approach would turn special ed funding on its head in Texas, but advocates argue changes would better serve students by modernizing the system
Special education advocates want lawmakers to toss the
calculation of special education funding in the way it’s done now and instead consider
the actual cost of services delivered.
Two groups that advocate for special education students –
Disability Rights Texas and the Texas Council of
Administrators of Special Education – want to toss the idea of funding
by placement or program and replace it with a more accurate cost.
Special education is not a place, said Kristin McGuire
of TCASE at Friday morning’s expenditures group of the Commission on
Texas Public School Finance.
It’s a student service, McGuire said.
