Racing Commission has stirred up a firestorm by considering new rules
that would permit betting on “historical racing” in which folks use electronic
terminals to wager on historical races in which identifying information has
been removed. Many consider this a
possible loophole to expand gaming in Texas.

first focused public attention on the agency’s actions when he sent a letter to
Attorney General Greg Abbott seeking
an opinion on whether the Texas Racing Commission has the authority to even
consider such rules.
